Contact the VT BRN. You can read the instructions and download the application for licensure on their website, I'm certain. There will be specific instructions that apply to you as an applicant from another country.

As well as instructions on their website on what to do there are several threads discussing Vermont if you want to search for them

I suggest you have to start with your Credential Evaluation. Two credential evaluation institutions are authorized by Vermont BON, CGFNS and International Education Research Foundation, Inc. Many nurses recommend CGFNS. Read about the services offered by CGFNS (many filipino nurses though that CGFNS is the exam or the certification program). You need CGFNS-CES.

If you plan on working in Vermont then that would be ideally the state you want to work in. If you're only going through Vermont because they are the few that issue a license with out a ss# and you plan on working elsewhere then you're wasting your time, money, and effort as you may still need to meet the requirements for foreign trained nurses for other states. If you don't have a ss#, don't have a valid visa, and aren't even in the US it's pointless to pay all that money for a license you can't even use. Save yourself some money and apply to the state that you want to work in. Do all your research before you make a final decision. Good Luck
