can i endorse an inactive license to another state?

I believe that most (all?) states require an active, unencumbered license for endorsement, but your best bet would be to check with the state in which you want to get licensed.
do you have any idea which state accepts inactive license for endorsement?
Asking the same question with slightly different wording is not likely to get you different responses. I suggest you contact directly the BONs of states in which you are interested in getting licensed. Theirs is the only answer that matters. Have you done any research on this yourself? There is a link at the bottom of every page here to a page of links to all the US state BON websites. Each individual BON website will have information about the requirements for licensure by endorsement. It seems to me that would be more effective than getting info from random strangers on the Internet. Best wishes!

You can only endorse an active and unrestricted license within the United States.
thanks, i just received a reply from missouri, i can endorse an inactive license to them, however i cant renew (needs SSN). I just need to have my license active for few months till my employer can process my documents. thank you for your response.

I take it that you are overseas IEN awaiting sponsorship hence no SSN. For a visa screen certificate you don't need a license only proof of passing NCLEX
right. im from philippines . i already have an employer, just processing requirements, they need an active license so that they can process everything.
Who needs the active license? If you have an active license in a state where you won't be working its not very useful.
