Just want to clarify if VISA FEE BILL ($380) will also increase by August 17, together with the I-140,I-485 etc..? Mine was already paid last year and case was completed July 18, 2007. If yes, by how much? Thanks and Regards!

Notice that it states that if there is not a PD date before August 1, 2007; then they will not accept the I-485 sumbitted after that date. Since the August Bulletin states that there are no visas, only those with a PD date sometime in July or earlier, will be able to submit the I-485. So those that planned to come to the US when the announcement was made and hoping to get thru on a tourist visa with a minumum 30 day wait just got shot down as we call it. You will not be in the US for thirty days if you just arrived.
This reiterates what I have been saying all along. The I-140 must be submitted before the end of July, if not, then no I-485 will be accepted.
If your bills were already paid, then you are all set. These fees are only going up for those that still need to file them.
Thanks for clarifying. I have a follow up question - I haven't paid for my dependents because at that time I don't have enough money to pay for them (agency paid for my fee bill). I wrote NVC that they will follow on a later date instead, thinking that I can just pay their visa fee bills at the time of interview.
Since I was able to finally complete the funds that I need just last week, I am now thinking of paying my family's fee bill for fear that they will be affected by this price increase. How will this affect my competed case?

I highly recommend that you get their fees paid now if you can. Otherwise it can be subjective as to what fee that you will get for them. I suspect that they will want to charge you the higher rate if they want, and you will not have time to argue with that. Get the fee to them now if you can.
