There is a review center in Ortigas in the Strata 2000 building called Global English Academy. They give free lectures on Saturdays from 9 to 11 on TOEFL and from 1 to 4 on IELTS.
I would suggest that you attend those sample lectures to get a better idea of the difference between the two exams so you can make an educated decision.
On the outset:
BOTH exams cost the same
BOTH certifications expire in 2 years
IELTS is accepted more readily in Europe and Australia/New Zealand.
TOEFL is accepted more readily worldwide for learning institutions.
Additionally, if you plan on transferring once you have gotten settled into California, some states do not recognize IELTS so it may behoove you to have TOEFL instead.
thanks for the reply. i'll try it this saturday =)

Congratulations, you are now a USRN.
Regarding your inquiry, TOEFL is the enlish requirement of most state board. California does not require it, however if you plan to transfer to other state, you have to meet their english requirement which is TOEFL.
If you need visa screen certificate during your immigration processing (you don't need if you are already an immigrant or US Citizen) then you are required to have IELTS. This is required by CGFNS-VisaScreen.
They both expire within 2 years. So it is best to find an employer first before taking the test.

IELTS or TOEFL are accepted by CGFNS for VSC so a lot will depend on whether the state requires English exam and if so which one

i recommend taking the IELTS since you're hitting two birds with one stone.
