you have to do what ever is required by the state BON for foreign trained nurse, You will be excempt language test but will probably need evaluation of training with CGFNS (CES) then all you will have to do is pass NCLEX once BON gives approval on your training
hmmm just the eval not the test in cgfns?

You don't even have to take the Phil. Boards. Filipinos who graduated in the Philippines that do not have plans to practice in the Philippines also don't bother taking the local board exam. They go straight and apply for licensure to a state that do not need the CGFNS Certification (CG exam included).
Since you are a US citizen then no need for English exams and Visa Screen certification (for migration) that most foreign nurses have to do.
What state do you plan to apply for licensure? Each State BON has diff. requirements for foreign nurses and since you will be studying in another country the you are considered a foreign nurse even though you are a US citizen but then again some State BON, such as in CA, VT, NM can evaluate foreign transcripts on their own while others needs a 3rd party to evaluate for them (CGFNS' services). Really depends on the state you'll apply for licensure as a foreign nurse.
Hope this helps.
I wanna apply here in california.
then they will do their own evaluation on your transcripts but as Lawrence said you will be excempt from language exam and Visa Screen as you are already a US citizen
