How to start a nurse council?

I'm trying to start a small nurse council. The goal is for the nursing staff to have more input on policy & procedure development and to give them a voice in hospital choices. Does anyone know of a simple model to follow. I need a starting point.

Are you the CNO? Administration needs to be behind this endeavor. Most facilities have outlines on what is expected of committees. Again, Admin should have this. In our facility the Nurse Leadership Group meets quarterly. We discuss previous business. Then the CNO discusses any new developments that the staff nurses need to know. We discuss projects such as flu vaccine drive, or need for new policy, etc. I am there as the Educator to give advice on how to make staff aware of any developments. I do not have a vote since I am an exempt employee. A copy of the minutes are given to Administration. Twice a year we meet with Physician Leadership Group to open doors for communication mostly.
