You can take the NCLEX as soon as your school submits their paperwork after completion of their program, you pay, you submit the required background check, etc..and you receive your ATT (Authorization to Test). "State boards" is a misnomer as the NCLEX is a national test.
Oh, and after all your ducks are in a row, you look at the schedules for the test sites in your area...then you schedule accordingly.
