How to get social security number for foreign

Hello i am a nurse from Philippines, I am applying for nclex Rn exam in the state of Hawaii, and one of their requirements is a social security number. May i ask how to obtain a social security number, I don't have any working visa and any petition yet. Please I'd be happy for your response..Thank you.

Until you are in the US with a valid work/student/immigrant visa you can not apply for a US SSN. Hawaii may process your application without it and allow you to sit NCLEX they just will not issue a license until you submit a US SSN
