How can hospital systems in poor states afford to attract travel nurses if there's a Coronavirus outbreak in very large numbers?

The Northeast and West Coast are wealthy, populous regions of the country. Their hospital systems can afford to pay nurses a lot to travel there to help out. What would states like Oklahoma and Arkansas do if there's a severe nursing shortage there? How can they hope to pay nurses $5k a week like New York systems can?

They can't. Small hospitals are more vulnerable. But large over leveraged profit - I mean health centers are also needing federal dollars to manage this.
