I am writing this on behalf of my mother...
She had a verbal contract to start a job in a little over a week and the hospital called the travel company and said whoops we don't actually have a job. Does she have any recourse?
thank you

Why hadn't she signed a contract?
Most companies require all paperwork and a signed contract in at least two weeks before hand, unless it is a strike situation. And if it is a strike situation and it resolves in the mean time, and there is nothing signed, there is little that can be done.

I've been traveling for almost 4 years. I can't ever remember a signed contract two weeks before leaving. At the most 3-4 days.
She has done many jobs for this company and the paper contract is usually not signed until very close to the start date. She was offered a specific job and she accepted and it was assumed by both parties to be a done deal.
