i have a question is possible to increase the holiday pay if your base pay is little. for example, my contract offered 20/hr but i know i will work more than 36hours a week. can i ask for $40/hr for holiday and OT pay instead of the $30/hr the agency is offering.

Ask whom? You have a contract, yes? The contract is binding. Here's the deal. There are industry standards. Overtime is time and one half. By federal law in the US, OT is time and a half. At the current industry standard $30/hr is....time and a half. The same standard applies to holiday pay.
In the not so distant past when the "shortage" was active and the economy was good. Bargaining did take place to get nurses in the door or to beg them to work/stay the holiday...OT. I would offer double and greater to fill these crucial spots. The need no longer exists so the offers at no longer there.
You can always ask......but I wouldn't expect anyone to take you up on the request. What do you bring to the table that is worth paying the exorbitant price for?

My contract states specifically, On Call, Overtime, and Holiday rates. which is around $30 an hr.
