Hep B Titer Level

Today I had to go in and get a booster for my hep b level. According to the nurse, my level was 0.92 and really low. I'm now worried that my vaccine didn't work when I was younger. What does having this low of a level mean? I am in my early 20s. Is it possible that I have hepatitis? Or am I just overreacting to the bad news? Any help would be great!
