NJ has a program where most if not all credits from community college will transfer to in-state colleges. However I would contact UMDNJ to verify. Here is a link with the name and email address of the person at UMDNJ.

If that is the case than there really is no way to find out because it sounds to be based on the opinion of the person reviewing it. The only other thing I can think of is to get a course description of organic Chem class from umdnj and compare it to the course description from pccc.
You may also try talking with an advisor at pccc and see if they have any experience with credit transfer to umdnj.
Thanks for the contact info. So far I haven't got a definite answer for the chemistry course. They say when you apply, the head of admission will decide if the course is valid. The thing is community college offer so many chemistry courses from organic to general.
This is common. Sorry, but if the college won't give you a definitive answer, no one here will be able to. You will either have to play their game and apply to have your courses evaluated, or find another school to attend that will give you the answers you seek prior to application.

PLEASE HELP, I'm taking "CH 103 Introduction to General and Organic Chemistry" at Passaic County Community College and I would like to know if UMDNJ will accept this course.
