hi everyone, i've been living in the us for over 6 mos now on a conditional permanent residence status. my problem started when i was informed by ca board of nursing that i need to get my license first in the ph before i could apply for the nclex board exams.
anyone who knows the latest policy about prc in ph and their requirements? i need to go back and take the local board exams this year 2008---hopefully. i really am quite disappointed since all my friends in ph were able to get their att in ca nclex even without having a local license. please help!!!

You may wish to try another state that does not require the NLE at this time.
But for others reading, please understand that a state can make changes when they want to their requirements. CA has actually listed the local license on their website, but they have just been more diligent now in enforcing it. And one of the main reasons was because of those that were coming over here and remaining after their visas expired as well as not being able to get work experience without the local license and with a five year plus wait for a chance at a green card, five years without ever working as an RN, and your skills are going to be quite rusty.
We are seeing employers now asking for two years of current work experience and they are not counting volunteer or training programs and these are facilities right in Los Angeles, so if they are starting this, others are going to follow once again.
Do you know any state in the US that does not require local license? I've researched almost all states. But, it seems that I don't rely too much on the website. Particularly CA website since I just had that actual experience of being informed that it wasn't a requirement but then, after 6 months of waiting for that reply...I got an answer that a local board was a requirement.
ca has actually listed the local license on their website, but they have just been more diligent now in enforcing it. the website and ca staff were not saying that license is required but an explanation is required. there is a significant difference between the two. from the ca application: "if you do not hold a license, a written explanation isrequired." source: http://www.rn.ca.gov/pdfs/applicants/exam-app.pdf

This poster is already in the US, but any state is free to change their requirements. And they are doing so.
If they do not accept the statement that you gave to them, then you are required to have the NLE to meet their requirements.
They make the final decision, not any other forum or any other state has bearing on what CA does.
