Do you have to have the CPNE paid in full before you apply or can you apply and pay for it while waiting? I read through the application instructions and it seem as if you can apply and pay for it before it's your time to test, lease correct if I am wrong. Thanks!

You're right. You can set up a payment plan with them, and they will set a deadline of when you will have to have it paid in full. For instance, my CPNE date is March 11, and I have to pay it in full by Feb 8th.
