If you had a job candidate that was not selected for a job; but, they really wanted to work for an organization and asked how they could improve, re-applied for the next job (like they originally wanted) at the organization, etc. Would you get a good impression or be turned off (thinking they were obnoxious)?

I think it sounds like you are willing to learn and improve your performance. Who wouldn't want that employee?
