Nurse recruiter "ghosted"

I am at a loss and am looking for advice on how I should proceed if at all..2 months ago I applied for a position at a large hospital. I was contacted for an interview, it went well, drug test done (no problems), background/references done/almost done..Nurse Recruiter gave me hourly rate, tentative start date and said he would be back in touch with formal offer letter and appointment with hospital Wellness Nurse "within a few days" - it's not been 2 weeks. Nothing. I called and left a voice message for him last week to "check the status of things" and followed up w/an email..Silence. I called HR directly and was told whatever Nurse Recruiter was assigned me to would be the person I would need to speak with. I confirmed w/HR that he has not been out/is not out on vacation etc.

I am considering contacting the nurse manager I interviewed with to see if something has changed and/or to just confirm the job is mine. There are no issues w/the background check and I am not concerned about my references either and I know that 3 of the 4 responded as they contacted me and let me know.

This is not the first time I have had something happen like this where it's calls/emails from HR or a recruiter then it's like pulling teeth after the process gets started....I don't want to be a pest but I don't know what to do to get an updated answer on where things stand.
