    I am not real sure but I think it has something to do with being able to refuse to work certain areas because of the possible danger. Like in home health there may be certain places that are considered unsafe neighborhoods and you as a woman would not want to go there. But I find it to be a mute point since if I am really scared and I would have to be since I don't scare easily I would just quit if my employer could not see the light. Another thing you could try is just typing in Safe Harbor and see what the internet can tell you. I have learned so much that way since the internet has a wealth of info.

    IF you are given an "unsafe assignment" such as too many pts, being pulled to another area you are not familiar with, such as OB or PEDs, you can claim "Safe Harbor". Maybe someone from Texas can give more info on the matter. I believe the rule was set up to help protect nurses from being forced into unsafe situations or to protect them form being forced to work outside their scope of practice.
