Seems to be too late.
"They don't have a lot of incentives being offered for new hires, which always makes me think that it must be a good place to work because they don't have a problem filling positions."
Hiring incentives are offered ONLY if:
a) a facility recognizes it has a problem and
b) it is actually trying to correct it.
They are not offered if:
a) a facility has a hiring problem but has its head in the sand about it,
b) a facility recognizes it has a hiring problem but doesn't do anything about it,
c) a facility recognizes it has a hiring problem and is trying to solve it by means other than hiring incentives, OR
d) a facility doesn't have a hiring problem.
