Did anyone re-apply for interim permit here for Nevada BON

PLEASE GUYS!!! I REALLY NEED HELP AND SOME ADVICES.. :(

So this 2018, I decided that I feel like, I wanna work in Nevada instead to Florida. My question,

-Can I appeal for another interim permit but my application was way back 2016 tho, am I going to start all over again for application process?

-How am I gonna ask or email the NV BON to tell them that I did not receive my interim permit before?

-Do NV hire RN with interim permits?

-Did anyone of you guys waived their english proficiency by telling the NV BON you worked as licensed nurse for 5 years in your current state like LVN, if yes how did you show a proof and how did is the application. Did NV approved it and did not ask to take any test such as TOEFL, IELTS, PTE (it's required by NV if you're IEN)

I'm just wondering now, because I did not received my interim permit before (2016) during my initial application to them for RN license endorsement. I have FL RN and I want it to endorse it to NV. Currently I'm here in California and working as a LVN since 2013 and I'm also IEN who got denied for nclex RN way back 2012.
