Sure it is. There is no contract, formal or implied, involved in the interview process. You or the potential employer are free to back out at any time, for any reason (as long as the employer's reason isn't a violation of state or federal employment law -- even then, there's no law that says anyone is obligated to hire you, just that they can't automatically exclude you from consideration for reasons related to race, gender, etc.).

Is it normal for a company to say " we have decided to hire a more competetive candidate and not moving forward with you anymore" after 3 weeks after interviewing someone else moved forward with the hiring process?
