Financial aid doesn’t cover all of program

I applied to an LPN program and got in . This is at a community college not a private school. I was told that even after getting a maximum pell grant that I would have to pay $7,600.00 for tuition and other expenses such as books. This school also asked me to spend $250 just to “hold my seat” for the program. I was in another RN program and didn’t make it on past the first semester but the maximum amount I had to pay after tuition for the first semester was $1000.00 and that was including uniforms so I figured the next semester would be even less. And I also got full pell grants then. They never asked me to pay a fee to hold a seat for the program. I am wondering if these fees are excessive for this program and if I should be looking at another program entirely. Thoughts?
