my administrator called police and filed a report because a radio is missing since yesterday. do you think this is a good idea or do you think he should've investigated internally to find out who could have stole it? nobody saw anybody taking this radio or nobody is confessing to taking it.

Did she make sure nobody had just moved it? We had a hullabaloo one day about a missing radio, and someone on another floor had borrowed it to let a dying patient listen to a CD of their favorite music; dayshift told nightshift, nightshift didn't think to tell the next dayshift, and when 2nd shift came in, everything broke loose.
At least in our shop, a radio at the nurse's station could be taken by other floors, patients, patient families/friends; we allow 24 hour visits, so if it wasn't a "boom box" it could be taken by anyone and never noticed.
If it really was stolen, then absolutely call the police. And then expect a visit from administration about "projecting a negative image of patient safety" because those reports are public records...you can't win.

Hey, every place I have worked, I have made sure to let people know that stealing my stethoscope will result in the police being called, no matter what time of day or night. I still have my scope.
