failed Nclex- overseas nurse

So I failed NCLEX here in London last monday. I thought it was gonna be a simple process of going back to pearson/ncsbn website and paying $200 and the extra $180 for doing it in London, but it isn't! Ga bon have told me I need to reapply with them for a retest. This includes going through all of the application process and fees as if I'd never done it before. So paying the application fee to them as well as going through the process of having my background check done again including fingerprints!! Is this normal?? Even worse is that Georgia don't use electronic fingerprinting, so in England I need to be able to get hold of some blue FBI fingerprint forms (FD-258), get someone able and authorised to take them for me and then send to them to cogent in the States! Has any other international nurse been through this process?? Or maybe have some ideas of how I can simplify the process and ensure I am able to resit again (hopefully in 45 days!!)
