Before you go for any name changing with licenses, what is actually still on your passport? Has that been changed with the new name?
In order to endorse, you need to meet the requirements of the new BON. And you will need the additional requirements that they have in place for the foreign-trained nurse. I would go ahead and actually renew the license for VT before you do anything. Chances are that the VT license will expire before the DC license can be issued, and then you will be majorly stuck. Cannot endorse a license that is not active and it needs to be active on the day of the actual processing. Additional fees are then required to renew the VT license since it will be out of date. NCLEX exam has reciprocity, but then licenses do not. You are going to have to complete all of the requirements before they will grant you a license.
I would get everything done and then submit the name change. That is always the best way to do things, especially since I doubt that your passport has been updated. And pay the fee to renew the VT license.
And start the process now for DC but with your maiden name just as everything else is in. Do not wait until March to start the process, or you will not be working for quite sometime.

i arrived with k1 visa and just got my social security card with my maiden name on it. i am married now with a vermont nursing license that will expire on march 31, 09 and i have to renew it. instead of renewing, i plan to have an endorsement from vermont bon to dc bon because i live here in dc now. another thought is to change my maiden name in my license to married name. the problem is i will be allowed to change my maiden name in my ss card after 14 days of the issuance. it was issued on jan 27, 09. plus another 14 days to wait for the card for a total of 28 days. most probably, i can apply for an endorsement on the 1st week of march then. another thing, is it really necessary to put ssn when applying for endorsement? what is really the normal processing time of endorsement? i get scared that my license will get expired before the endorsement will be done. please enlighten me on what to do with this matter. thanks!
