Eligibility list

hi fellow nurses. So here's the story. I am working as a part time nurse in a facility. I got interviewed for a full-time position last may which happened to have an eligibility list for the candidates until December 31 2017. I was second on the list that's why I didn't get the position. But there is an available spot this time and they didn't gave me the position considering that i ranked second on the list. They posted the available position for internal and external competition. I felt so betrayed.

Standard operating procedure. The positions may be different and there may be more, better or different applicants.

Sounds like a Civil Service job posting. It's probable that new applicants ranked higher than you for education and/or experience.

If you have a union, you might check with them.
