Does my school have the right to refuse sending the board my transcript?

I'm trying to challenge the board and use method #3 (equivalent education) to apply to take the NCLEX, and I called the board and asked them if I was allowed to apply to take the exam without passing my school's exit exam.

My school's exit exam is not the california state approved HESI, it's honestly a load of bs, it 6 different 100 question exams. My school has a long history of graduates taking up to 12 months after graduation to exit! I really don't wanna be a part of that!! I graduated in January of this year.

SO the board told me as long as I fill in the application, my background check is cleared and my school sends in my transcripts I will get approved.

Some of my classmates are telling me that the school will refuse to send in my paperwork if I haven't passed their exit exam. Are they allowed to do that? I don't owe them any money either.

Not in my state and not within at least a 4 hr radius of me. In my area, there are 2 options: state school which is cheap and private schools, which are expensive.

In my area, the private schools tend to only offer LVNs, some cost 40k, some only $20k (plus prereqs or don't offer financing)

The community colleges are about $2000. But I know people who have applied year after year for up to 5 yrs and don't get in. That's after taking 1.5 yrs of prereqs!

The state school bsns are relatively inexpensive, but highly competitive...3.5 cumulative GPA... That's a med school requirement! The state school I'm aiming for to complete my BSN doesn't care about your cumulative GPA, but the avg accepted person has a 3.9 in all transferable classes and an 85/90 on teas.

California is becoming a land of the haves and have nots. But perseverance will see me through!
