I'm starting a new job which includes 36 hours per week (72 hours per pay period) and 12 hours of required on call per month. For the 36 hours I'll get my base pay. For on call, I'll get $3 per hour, and if I get called in I get paid my base pay plus the $3.
Now, my question is: Do the on call hours in which I am not called in count toward hours worked per pay period?
Also: While on call and if I am called in for a 12 hour shift are those hours counted toward overtime?

On call hours don't count towards your weekly commitment, but if you get called in the hours worked will count towards overtime. At least that is how it works at my facility.

The hospital that I used to work at considered "on call" as a bonus (if you were not called in). If you were called in then it was overtime with a minimum of 2 hrs pay.

Highly unlikely that on-call is counted towards hours worked. So, the week that you fulfill your "on-call" requirement, you will still have to work your 36 hours. It may or may not be overtime, depending on how your facility can spin things. If you're on call on Sunday, for example, you may get called in and then have your scheduled Wednesday shift canceled so that you don't go into overtime for the week. Every facility does this differently, so I doubt very much that any of us can accurately tell you how it will be for you.

To be honest, your HR department will have the most accurate answer. I'd call/ask them.
