Do I pay Pearson Vue now or after confirmation of Eligibility from NY?

Hi, 

I'm a foreign nurse attempting to get licensure in NY. I followed the steps on RN Pathway #5 and got full approval from CGFNS. CGFNS submitted my forms to NY State last month, and I successfully applied for licensure, and am waiting for eligibility. I have not heard back from New York yet, and I do know that it takes time.

My question is whether or not I should pay the NCLEX examination fee at Pearson Vue now or not. I have created an account but I have not paid the $200 NCLEX examination fee. Is that a requirement for eligibility or should I wait for eligibility before paying the NCLEX fee.
