Do I have a compact license? I can't figure this out...

No you do not have a compact license. If you continue to live in Pa and their Compact License is implemented, then you would need to get a compact license in Pa. in order to work in WV. Your WV license is single state since you are not living in WV. You can only hold a compact license in the state you are living in.

To better understand, here is my experience. I moved to KY and endorsed my license to KY. Since I was living in KY (compact state), I had a compact license. A few years later, I moved across the river to Indiana (non-compact). My KY license converted to a single state since I was no longer living in a compact state. Last year, Indiana went Compact. Since I was now living in a compact state, I was required to reinstate my IN license and get a compact license in IN since you can't hold a single state license in another compact state if the state you are living in is also a compact state.
