Whats the difference between the 2?

ATT is the authorization to test that is released by the board of nursing and issued by Pearson Vue permitting you to schedule to take the NCLEX once you register with Pearson Vue and pay the $200 testing fee.

Eligibility is generally referring that you are eligible for a nursing license by examination (or endorsement if you are already licensed in another state) after you submit all requirements to the state board of nursing. (generally your education meets the requirements as does your background check and you are pending passing the NCLEX) This may vary by state definition of eligibility but is a general description.
