Denied Entry to USA even with Visa

I would like to ask the opinion of anyone

Im from the Philippines, got interviewed at the Mla embassy last Oct. 16, 06 got hold of my visa on Oct. 20, 06. My agency told me to leave ASAP since due to the retrogression even if I was issued a visa, I could be denied entry to the USA if all the 50T allocated visa for schedule A will be used up. Is there any truth to this matter?

To clarify, I do have an immigrant visa already. My question was focused on what my agency told me that due to retrogression, even if I have an immigrant visa I could be denied entry to the US...this issue was already answered by suzanne, rep and silverdragon.
