Which one would you recommend? Cross country or Travel across America??

You may be able to find a traveler that worked for both, however it is hard to see how their opinion would be relevant to you. The most important variable in successful travel is your relationship with your recruiters, in particular the quality of your communication. That is unique to you and your recruiter. Some very successful recruiters communicate well with more travelers and get a lot of business through word of mouth. Yet even with a recommendation for an agency or recruiter, until you actually talk to them, you will not know if they are a good fit for you.
Personally, my advice is not to do either or, and sign up with both. Both are fine agencies as long as you know where they are coming from. Cross Country is monstrously large with tons of assignments and you will be dealing with a lot of people, your recruiter, your recruiter's assistant, QA, housing, and benefits. TNAA is a mid-sized agency and will have almost as many assignments and possibly make you feel more valued. They do get good reviews. But until you work with them, you won't know if it is a good fit. You may not even know yet if you are first time traveler what might constitute a good fit for you.
I would also recommend that you sign up with several more agencies (5 is a good number), so that you will know what good offers look like for your experience, specialty, and geographic area. Often you will have a choice then of more than one agency for a particular hospital or city and you can make a good decision based on which agency you like most, the compensation, and service.
