Ok, is this a nursing home or a home care environment? Either way, this patient sounds like he's one that would be considered to be at risk for abuse, either a disabled or elderly person. In my state, the law requires abuse of these persons to be reported. I work with children. I do not need their parents' consent to report abuse or neglect to the state- why would I? The parents are likely the abusers.
