I am looking at nursing schools, and there is one at a community college that is very affordable, but it is a long commute for me. Towards the end of clinicals, there is a rotation that is TWO hours from my home, as opposed to one hour as most classes are. Could I start at the community college and then transfer to the local state university when I hit that out of town rotation?
anyone have experience with this?

I don't think it's that easy. Commutes to clinical sites are something you just have to deal with in nursing school. I've had no say where I was placed for clinicals and I've been everywhere from 5 minutes away to over an hour. If there's a group that has a rotation closer to your home, it may be possible to switch within your class. In order to transfer nursing schools, you have to apply all over again and your classes may not transfer.

I agree. I do not think it will be that easy to just change when you are doing clinicals You do need to reapply to the nursing school of the school you are transfering to. Have you checked out the rotations at the university? Usually all the schools in the area use the same clinical sites.
Forgot to add, I would talk to someone at the university to see if they will allow you to transfer and how likely it is they will accept you.
