Hello I hope someone can help me out you see I applied for BON Hawaii just recently this September 2021 and they this guidelines that was applied just Oct 2018, wherein they require that if you failed 3 times will be needing a remedial course.
I was also wondering if I could switch to a different state to take my NCLEX in? I am living here in Las Vegas. The reason why I chose BON Hawaii before was because they had an unlimited NCLEX taking before, unlike in Las Vegas they require remedial courses if you failed 3 times. But Hawaii's NCLEX taking changed over the years into 3 times. I wasn't able to keep taking due to personal real life reasons which halted me to stop. And when I finally gained confidence to try again this happened.
Even if I wanted to take the remedial you will also need to do the clinical portion. And Hawaii's requirements is that for remedial classes you either enroll in Hawaii University or remedial classes in Florida BON. But I don't think I can fly over to Hawaii or Florida to take clinicals because they ask for both lecture and clinical hours for remedial courses.
And my other question would be is if you apply to a new state do you need to pay for another CES to send out to the BON that you are applying too? And if you can still apply to other BON even if you recently sent Hawaii a recent CES report? Because if I remember they said that if you sent one in a BON that you need to wait for that to be finished/expired before applying for a new one. Because if they still require a remedial courses I want to apply this time in the state that I live in so that I can be comfortable to do clinicals here.
And how to apply for a remedial courses? And if I do pursue the remedial courses that Hawaii required how can I do clinicals when I am in Nevada?
I am hoping to hear any advices that can help me. Because I am stuck and stressed out. ? This is what I finished and what I want to pursue. So please anyone help me ?

Yes Nevada is one of the states which allows you to apply by examination. The process was pretty ease to submit what was needed. I know you get 3 attempts it use to be unlimited I think. I'm going through the process now. I'm also checking NYC and Texas

Yes it does. They told me that you can start anew and won't care for your failed NCLEX exams in another state. But they do require toefl for foreign graduates like me. And it's hard because they require a specific toefl score especially in speaking before you can sit for NCLEX. And I really don't have the means or resources to take it over and over again due to my situation. I am trying to find a state that doesn't require having to take TOEFL.

Hi! I have the same situation also. I've been calling Hawaii board of Nursing and University of Hawaii, but no answer yet. If you apply to State of Nevada, do I need to apply 1st the TOEFL?
