I'm Italian and I'm trying to apply to get a license in California. I called the CA-BON and they told me having a SSN is mandatory and there's no way to apply without a SSN. Now, I can't have a SSN if I'm not a US citizen or have a working visa, does anybody know how to get one from Europe?

You can not apply for a US SSN unless in the US with a valid work/immigrant visa
I know, that's the problem..

Get a valid work/ immigrant visa, come to the US, then apply for a SSN, and apply for a job in California along with the multitude of U.S. nurses and new grads looking for jobs.
Only option really is apply to another state, once met requirements and license issued then look for employer willing to go either H1b route (providing you have BSN or specialised experience) or willing to wait the several years for immigrant visa. Then once in the US with a valid work/immigrant visa ans US SSN apply to CA, meet their requirements and wait for them to issue license. Only then can you start working as a RN in CA
