Moved your thread to the International Forum where it is more appropriate.

There is no such thing as an NCLEX application, you will be applying for licensure as an RN to a Board of Nursing and need to get permission to sit for that exam.

It is taking three months plus to get approval from VT to be able to sit for that exam. Please be aware that if you are not planning to work there, then you may wish to reconsider what you are going to do. It can take months additionally to be able to endorse that license to another state.

Also add in with the retrogression in place, you are looking at several years before you will even have a chance to get a visa for the US. Passing of the NCLEX exam and even getting an employer no longer guarantees that you will get a green card.

Suggest that you do some reading on this forum to find out what you need to do, but again, be aware that spending of this money for all of the license fees and exams may not get you anything.
