Hello! I know you can't get reciprocity in IL if youre not a nurse from the country where you finish your Degree.I hold a current WI license and planning to move to California.Does California by endorsement requires toefel and nurse license in phil? please help.

Be aware many IEN especially from the Philippines are having issues with CA
thanks for the reply.the only problem i will have is that im not a nurse in philipinnes.Although its not on the application for Ca endorsement thay says you needed it.

Even if you have your WI license, you still have to submit your transcript to the CA boards. It doesn't matter if you don't hold a Phil. license.

I don't think you need to. But to be safe, always asked the boards.

Depending on when you got your BSN degree from the Phils, it may or may not pass the CA BON requirements under the concurrency rules, it seems (without any real assumptions on my part) that if you got your degree prior to 2004, you might be okay and will be okay. If it was after 2004 onwards, there's a good chance that it will not meet the concurrency rules and be a cause for your endorsement application to be rejected.
As it mentioned earlier, CA will always want to review your original college transcripts as if you're applying into CA for the very first time (even as an endorsement). Not sure if they will require the local PH license as part of the endorsement (they do require it as a foreign nurse or student), but I would ask (e-mail them or good luck in reaching a live person there, not impossible, just a matter of timing).
TOEFL, I don't think is needed as long as you're not going after the IP, but add that to your call list question.
Just know that any AND all fees sent to the CA BON is not refundable, even if they deny your application, as it is in most States. Good luck.
