Hello all!
I'm applying for license endorsement to california and I was wondering if I can submit my application prior to sending out my fingerprinting copy. I will be in California at the end of the month so I wanted to do the Live Scan fingerprinting while I was there.. however, I wanted to send out my application and transcript requests to get the ball rolling.
Would I be able to send out the application now with all of my fees paid and then when I get the fingerprinting done at a livescan vendor, can I send it in to the BON separate?
If anyone knows, it would be of great help!

After you're finished with the Livescan fingerprinting session, the person who fingerprinted you will give you two duplicate receipts to serve as proof that your prints were rolled.
You will need to keep one copy of this Livescan receipt for your records and attach the other copy to your endorsement application. The California BRN will not start processing your endorsement application without this 'proof' of having undergone Livescan fingerprinting.
Without the Livescan receipt, it will be an incomplete application that will just sit there on some reviewer's desk. The reviewer will not 'get the ball rolling' any faster by receiving an incomplete endorsement application.
In other words, be patient and wait until you've done your Livescan fingerprinting session. Throw everything (application, check/money order, Livescan receipt, other signed documents, etc.) into one big envelope and send it to the CA BRN all at once.

I agree. You'd do far better to wait and send everything in at once than to piecemeal it...because in addition to it remaining "incomplete" until everything is in, there's also the chance that some of those parts may get lost in the shuffle and not make it to where they need to be.

I just recently applied for my CA License by endorsement and it took just under a month to process. I submitted all the required components along with the hard copy fingerprint card at the same time. I applied for my temporary also which was not even necessary because the only thing processed was the permanent one in under four weeks. Good Luck to you!!!
