You need to apply to new BON for licensure by exam and then arrange Ca to forward your results. Much has already been written about Ca and SSN. You can not get a SSN until in the US with a valid work visa. If you do not already have one you are looking at several years due to retrogression before making that move. Not sure why you didn't apply there to start with if that is your plan but will have to meet their requirements for foreign trained nurse which may involve CGFNS. All should be on their website
You are also not a CA RN, even if you pass the exam since they do not issue a license without a SSN#. And not sure where you got the two weeks from, but the letters are not even sent out from the US until about 2 1/2 weeks after testing and then there is the mail system to deal with. You are looking at about a month to get your results.
CA will not issue you a temporary license either since you cannot give them a SSN#. That is not going to happen.
As mentioned above, you are going to need to apply thru PA and meet all of their requirements as if you are applying for the initial licensure, it is just that you will have CA forward your results to them. And you will need to meet their other requirements as well.
Not sure why you did not go thru them for initial licensure as you are still going to need to meet the requirements to work there and get licensed there. You will not have a CA license until you are in the US and ready to begin work and have a SSN# in hand.
And again, you are not going to be a registered nurse in CA since you will not meet their requirements of having a SSN# as well. Are you being petitioned by your family or planning thru an employer?

hi! i'm from the philippines and i just took the exam last friday (may 9th). i know that i will still have to wait for 2-4 weeks for the results. but i just wanna know if SSN is really required before i get my license (just in case i pass the exam
)?
if i need to get an SSN first, what actions can you guys suggest me to take if i plan to work in PA since my parents & sister live there. they told me that in PA, SSN is the last step. what do you think i should do? can i get a temporary license in CA (assuming that i passed the exam) so that i can present a proof that i'm a registered nurse in CA?
