CA BRN New Requirements For NCLEX RN international students

I had already registered online in Pearson Vue but I think I'm not yet eligible to take the test. Is there an expiration date for my registration at PV?

I received a letter from CA BON requesting for new requirements such as:

  1. SS number
  2. Local license in the Philippines
  3. Copy of ur clinical rotation schedule for your cases: Assisted/Actual deliveries, cord dressing, and major/minor surgeries
  4. A complete school curriculum hundred pages or more sent directly from ur nursing school to the board. (the board doesn't accept the condensed version of the curriculum
  5. A one-page curriculum outline and academic calendar.

Fortunately, I had the first 2 requirements but I am worried that the last 3 will take time to be accomplished.

I am wondering if it's just me who have this requirement. Most of NCLEX passers I know weren't required on those listed above. It's really hard to focus on review while your thinking of this :uhoh3:

So, I called the schools in California (I called San Francisco State and University of San Francisco) and they both said the same thing, I can't enroll in their schools to take those courses/subjects that I have a deficiency in (OB, Med-Surg) - whatever you guys have a problem in. I don't get it. It's so stupid! The Board of CA is telling me to call schools so they can help me with those deficiencies but then when I call, no school will accept me because I already have a degree. They said I have to enroll again in the program. I'm really hoping to wait for any good news that will come from the meeting of CHED and Cali. If not, I guess I will have to enroll in a different state.

Any ideas?

Unfortunately, what the CA BON says to do and what the actual schools offer are two different agendas, they each have different thoughts and are independent of one another, both totally two different bodies.

There's no obligation from either the CA BON or the schools to accomodate any international students or nurses, but they will to a certain point. I mean the CA BON even prohibits certain USA college grads (Excelsior College) from ever getting a CA license if they graduate from the year 2006 (I think) onwards, due to a similar concurrency or lack of clinical classes not taken at the same time.

I think the CA BON and CHED meeting will result in a head-on collision of the CA BON telling the CHED, that the CHED needs to get their act together and bring up the NCLEX first time foreign passing rates from the low 40%'s to the CA minimum of at least 85% or higher.

I think had the PH takers of the NCLEX been at the same higher passing rates, the CA BON will listen to the CHED and maybe make some exceptions, but with the very high unemployment CA new grad market, the low scores of PH takers, this might be the wake up call for the CHED. But then again, don't forget, the CHED doesn't have to do what CA says since the CHED main focus is on the actual PH nurses to stay in the Phils and not as a stepping stone into overseas areas.

With regards to some CA schools (private), there are a couple of previous mentions (please read the few threads), I think no waiting list, but you have lots of minimum requirements (certifications, certain medical testings, etc), plus have $7,000 in up-front tuition cost, add a $1-2,000 for books and supplies.

They have been reported by others, but it doesn't appear that anyone is actually enrolled in any of these courses, but merely passing on the information.

Guys, you have to remember that with the school's budget cutbacks, the schools can't simply open up these courses without money to hire the teachers and have the money to pay for the preceptor nurse, then the school and a hospital must agree to join hands to provide the clinical settings or guess what? It's the same "concurrency" issue all over again.

The CHED and I will bet the village farm, that ALL of the PH deans and instructors, knew of this "possible problem" for years, but choose to look the other way and assume that CA and the other States will never ever enforce these 20 year old plus rules, but guess what, it backfired on the CHED and now having to come to the mercy to appeal to the CA BON (and the other enforcing states) to correct what should have been taken care of years ago.

I too hope for some good resolution between the CA BON and the CHED, but it's a long shot at best.

In the end, guys, it's a privilege and NOT a right to be licensed in CA (or the other 49 States), whether one is a local citizen or foreign person, everyone must meet the same minimum standards as set forth and that right can be changed at anytime without notice.

In CA, we're dealing with a written policy made in 1987. Hello CHED? Just think that those lucky PH nurses who got in "early" during the preceived "nursing shortage" got a chance, but oh, how have times really changed.

Now there's no demand (or literally a handful) for any international nurses with the flood of locally grown USA nursing grads. I mean really, when was the last time anyone from any PH grads really reported they got a hospital nursing job here?

I'm referring to a hospital job position, not a nursing home or SNF or personal care giver (again, nothing wrong with those jobs, just not for me or my batchmates if one wants to work in the ER, ICU, L&D, Peds, OR, Med-Surg, Acute Care, etc).

Hello all! It has been awhile since I have been on this site and am now just reading about everything that is happening with Ca BON. I too am a Philippine graduate, batch 2010, and after reading about everything that is going on I am wondering about the renewal of my license. I began my application process with Cali Bon in August 2010, and received my ATT in Dec. 2010. I first took my nclex-RN in feb. 2011, but did not pass. I then retook the test in May 2011 and again did not pass. I waited until Oct. 1, 2011 to retake the test and thankfully passed. I recieved my license on Oct. 3, 2011. What I am wondering now is, my license is up for renewal this year (2013), has anyone heard of any Philippine graduate who passed, but was not able to renew their license due to these new regulations from Cali Bon? I do have a batch mate who applied the same time as me and she was able to test a total of three times, but when reapplying for her fourth, she was met with the same problems as to her cases non matching her theory dates. I will not say that I understand what everyone is going through, but I can only imagine the frustration everyone who is going through this is feeling. We all put our blood, sweat and tears to get those BSNs and this is definitely not something any of us expected during those long nights of studying or long hours of duty. There's always a way. Hope to hear back from anyone.

Hi vilma, When did you get this letter that BVNPT doesn't accept school documents from CABRN?

I know it'll take almost about 6 months for eligibility to sit for the NCLEX-PN, but its just now that I am going to start this entire application process.

US grads are not getting hospital positions, in fact most new grads are encouraged to apply anyplace as RN to get professional experience. The acuity of these patients is very high.

@steppybay - thank you so much for this insight. I'll try a different state - hopefully I'll be able to take the exam with no problems. All I really want is a nursing license since that is what I studied for. If you hear any other news, please update me. I would really like to know. Thank you again!

I did email BVNPT and inquire about it when i was denied before i came to know this forum, They reply to me that they can't accept doc. frm BRN but when i join this forum to my surprised many did it,,i don't know but i just let the school send a copy of my OTR together with that form 55A-2.

I think that to those who were lucky to passed nclex-rn b4 the c.cases requirements imposed are not subject to this issue when they renew there license, i know somebody that they renew there license recently and one is already a supervisor,were frm the same batch,same sch..

Hi there steppybay! I know one who got a hospital job without any exp. in kern county. she passed nclex-rn 2011 after 5 mos she got that job..she is lucky..

I got a job 5 mos after taking the exam (2011) , although, I have taken it for granted, jumping from one hospital to another, from dou to neurology and now emergency trauma full time, and part time aesthetic nurse. I have gotten a position in one of the "elite " hospitals in LA but dint like the environment so I left for my now position, not one of my proudest moments but it is what it is.

I didn't think of myself as "only" a foreign grad. It was an even playing field with free for all RN positions. I didn't know anyone in the system or anyone that can vouch for my capabilities as a nurse. I can proudly say that 90% of my interviews I was offered the position. An older friend who's a graduate from UST is now doing CRNA school after a year in ED.

so yes, with determination and confidence, it is possible. :nurse: I wasn't too ambitious gunning for critical care areas off the bat but I also didn't sell myself short
