BSN from school in a different state, applying for CA license

I will finish an Accelerated BSN from an accredited program in May 2014 but want to apply for a CA license only. I have tried to contact the CA BRN but always get a busy message "try your call again later." I am wondering if you need your degree posted to your transcript before you can apply (the website explicitly says so for CA graduates but does not make it clear for our of state graduates)?? Also wondering how early before graduation I should apply to BRN??
