UW-Bothell has an RN to BSN program. When I completed it 7 years ago it was set up so classes were on Tuesdays and Thursdays. I was able to complete it in 4 quarters by going full-time. I had several classmates from Whatcom and Island Counties, so carpooling was an option.
SPU has had a distance program for BSN and MN in the past where they taught classes in B'ham.
WSU had a distance program, not sure if it is still in existence.
The only other program that is somewhat close, that I know of, is Seattle University.

When I lived in Vancouver, BC (before 9/11) the drive to Bellingham was pretty quick. Straight down I-5. Is it feasible to commute north, cross the border, and go to school in Vancouver? If you only had to go, say, two days a week, that wouldn't be too bad. It is still closer than Seattle...

No not crazy, but a little pricey. International tuition is quoted at >$600.00 per credit at UBC. Compare this to UWB at 5 credits for approx. $1100.
Commute to Bothell is about 90 minutes, to Vancouver, about the same depending on traffic and the border.

Actually, that's QUITE pricey. And I must misremember the drive. I seem to remember doing it in about an hour each time.
Okay, well it was a thought.
Sounds like an on-line BSN is the answer. Lots of folks do 'em. There isn't anything in the curriculum that really needs brick-and-mortar. Since you're already an RN, it is just bs courses (they're odious!) anyway.
But this way, you miss the chance to stop in Blaine for coffee...
