Very few travel agencies can sponsor IENs for work visas. If looking for EB3 most can't wait the 3months to 10+ years (depending on country of birth) for status to be current.
Travel agencies generally are for nurses with 2+ years of recent US nursing experience often in a specialty area such as OR, LDRP, ED, critical care or even med-surg. These nurses are well versed in patient care and documentation and can hit the ground running with a day or two orientation for facility routine and computer training.
There isn't a nursing shortage in much of the U.S. There is a shortage of nursing jobs and a shortage of experienced specialty nurses.
