There was talk on Jan 1st 08 on Ca changing their requirements and that a local license would be a requirement for foreign trained nurses. This is something that you need to check with directly with the BON and what is on their website

Does not matter what a state requires at this time, but the fact that if you wrote the NLE and did not pass it, then that has to be listed on any application for the US and that is where the trouble starts.
It is one thing if the nurse never wrote the exam, but if written and not passed, then it is an issue.
As well as for the Visa Screen Certificate that is required for you to be able to get a visa to work in the US as an RN.
The next issue and a very big one, is that if you do not have a local license, you will not be able to get any work experience anyplace and if you are going to be waiting about five years for a chance at a green card, when you go for an interview, they will not look highly if you do not have any experience anywhere in the world in this field. Things have changed in the past year or two and there are now many more applicants that you are going to be competing against to get a visa for the US, so your chances go down each month in terms of being able to get a visa.
Would focus on getting the NLE done so that you can get some functional work experience that will make you a better nurse to begin with.
