What visa?
If you are issued an H4 to your spouse's H1B you do not have work rights nor will you be issued a social security number. You will not be legally permitted to work in the US.
If she is issued an EB3 visa, then you may be given work rights but retrogression is in place and depending on country of birth the wait is 3-15 years for a current priority date.
If your VT license is active and in good standing then you apply to SC BoN for a nursing license by endorsement. The instructions are usually online at the BoN website.
