You cannot just apply for the NCLEX exam, you must apply for licensure to a Board of Nursing for licensure as an RN. The NCLEX-RN exam is only one step in the procedure.
If you are wishing to get licensed for Hawaii, they require that you get the CES done first, which is a credentials eval, before they will even look at your application. www.cgfns.org for the application for the CES.
It is going to be several months before you will get approval to sit for the exam. Please be aware right off that you will not be able to remain in the US as there are no visas available for you to adjust to. Even if you find an employer, there is nothing that they can do at this time for you to remain in the US. There has been a retrogression in place since last October and it will be continuing for sometime.
You cannot get hired until you have actually taken and passed at least the NCLEX-RN exam, you also need to have the Visa Screen Certificate in hand as well.
You can find an employer after you have passed the exam, but you will need to be petitioned from out of the US, and it will be several years before you will be able to work in the US. And that is not guaranteed even if you pass the NCLEX exam.
You may wish to look for other countries at this time. Sorry that it is not what you want to hear.
