Anyone with Human Resources experience? I have a couple ?'s

So I am a new grad- I became licensed in Aug. 09 and am now a LPN. I have been actively looking for a position and just have not gotten an ideal amount of call backs. This one job I walked into that had a position- called me and I went in for an interview. It went really well and I interviewed with 3 different people, got a tour and said we should be all set just have to check your references. They never did and I didnt get the job- even after sending a thank you note in and calling back apprx every week, week and a half.(I still havent even been notified about not getting the position,I just no because a friend of mine got a call for a per diem position since the F/T positions were filled(the ones we both applied for)- which I am kind of hurt by but thats a whole diff. story lol) So anyways- I went to another job interview and said that she has to do my background check and then write up the offer- the background check might take a little while then she said shed def be getting ahold of me to review the offer with me and se if I accept(I also got a tour meet with 2 other people) Does this mean I got the position? I just feel like im putting all of my eggs in the basket like I did with the last place, since she said I would be all set and a good addition then didnt get it, not even a per diem offer. But I dont have any other job offers or interviews set up- and at first this position was not was I was looking for, but after learning about it and meeting with everyone I feel that I could do a very good job and be successful at it- Is this common to say to someone and then not offer them a position? Also, I would LOVE some feed back on a cover letter of mine and my resume- I can handle constructive criticism and feel that having someone i dont know who isnt worried about hurting my feelings look it over- I appreciate your time and hope to hear from some one!
