american taking nursing in the philippines

hi. i am an american citizen taking up nursing in the philippines. some people have told me that i don't need to take the CGFNS. is that true? they are also telling me that i don't need to take the local board. i am planning to take the nclex in vermont since thats what everyone from here is filing to take. does the vermont bon require cgfns and the local board? does vermont have reciprocity with new york? how about hawaii? i have a lot of other questions but i think this will do for now. thanks.
